To correct this problem
the ILO called for countries
to seek measures with specific goals.
For example, guaranteeing employment and work training
to help young job seekers find work.
These measures have had positive results in Austria
Denmark, Finland, Norway, Sweden and Latvia.
ILO official Ekkehard Ernst said that
although there will be expenses
and it will be a burden for countries in crisis
it's believed to be a worthwhile investment
because it safeguards unemployed youth from
drifting and being permanently unemployed.
